Acknowledging the factors that make take to implement a new process and taking in to mind the fiscal position of Puerto Rico. Benchmarking and performance optimization programs can widely help the need for a more efficient process, and that is why that a DMADV (Define Measure Analyze Improve and Control) process is being propose.
